Good work.  I've had this one for a little bit.  You should feel very lucky, because this is the best spell (and the best Master I) Wizards get.  Comparing it to the easy 2nd-placer (Ice Comet), it does more damage per minute, is more controllable, is a superior upgrade from Adept III to Master I (26% vs 19-20%), and, yes, it does land on most epic mobs, albiet typically at a fraction of its listed potential.  In fact, the only arguable drawback is the cast time, which isn't much of a drawback as long as the Wizard doesn't frequently encounter scenarios which necessitate regular interruptions of the cast.  Ice Comet is a bigger bang but it is nonetheless an inferior spell.
