I'd like to understand exactly how this stat balancing works.

My understanding reading the patch and release notes is in the lower tier everyone is scaled up to level 89 effectiveness.  In the upper tier they are scaled up to 92.

Now, what confuses me is, why exactly on my level 92 player do I scale up 20K+ hp when I enter a BG?   Other stats seem to be effected as well...

What is the scaling process and what is its basis for scaling?  I thought it was levels, but clearly its not that.  I then thought it was raw stats (str/sta) but its not that.   I'm starting to think certain stats impact the scaling process.

It's particularly wierd to me that even at max level I'm scaled.  I assume thats cause it would make me less powerful at 92 than I was as a scaled 91?

Anyway, some actual details on how all this work would be enlightening and help (at least me) make more informed choices about my gear, specs, adorns, etc.

Normally this type of post wouldn't be something I would respond to, but I'll humor it today. The BG's have a automatic bolstering system designed around the idea that BG's are more fun when the players stats are not completely lopsided based on the gear they wear. To achieve this, the dev's in charge of BG's have done two main things, first all stats except the primary stats,( sta, agi, wis, int, str), reach soft caps at relatively low points, and then gain additional benefit beyond the soft cap at a VERY slow rate almost entirely negating top end gear. The second major thing they did was put in a bolstering system, to help players with weak gear reach a certain minimum gear strength. The most likely way they determine the amount of bolstering a character receives, is based on their total gear score, which is a combination of item level, and gear score number. Of course the player base doesn't even have access to the gear score number attached to all equipment, so being able to tell how much the game values one piece of equipment compared to another is nothing more than a guessing game. From what I can tell, the bolster itself, just raises all stats across the board on a player by a flat percentage that the game determine based on the games perceived player strength. One last thing, players in top end gear will not receive any bolstering at all.

Yeah, this is what i'm trying to get more information on.  I can't find much rhyme or reason on how the bolstering works, and isn't really applied in anyway that I can put my finger on.

Certainly being able to understand how the system work would allow me to better gear to play the game.

For example, in a very wierd way, it seems level 91 BG gear is better than raid gear, but only when zoned into a BG.  The reasoning is stats are all bolstered up to the same as raid gear but you retain the lethality numbers that the raid gear lacks.

My assertion is, if the system was more transparent, players would be able to make better decisions on what gear to value or not.

Currently its all very, very murky.  And when MMO's at their heart are about itemization, when you can't understand how the items are being applied, it makes for a very odd game.
