There's a new command called/cl_escape_opens_main_menu true|falseand this setting is saved to your eq2_recent.ini file for you so you only need to set it once. It sounds like it's in the Options...

Your UI settings and chat channels are all saved in a file called server_character_eq2_uisettings.ini in your Everquest II folder. Check to see that the game is making this file and try backing it up...
